Fabulous Work
That was brilliant. Pakistan had always used 'non-state actors' in its hostility with India. The saga of LeT, its Chief Prof. Hafeez Saeed and the state support for him are well known. The Pakistani government refuses to implement UNSC Resolution 1822 with respect to JuD. It has been obfuscating on this issue. The Pakistani Army invites LeT/JuD Chief for dinner even after he is declared a terrorist by the UN. The police is not investigating any case against him. The state's complicity is clear.

The Terror Trail
What ever the Jehadi's method of colleting funds and support for the cause of Kashmiri independence (if that is what Kashmiris are asking for), who predominantly are Muslim people, and as such there is no denying that the Jehadis have natural empathy with their fellow religionists. Unfortunately it appears that both Pakistan and India governments, for some reasons of their own, seem to play this sixty five years old conflict (and wars) to their advantage. In the mean time the poor people of Kashmir; as that of Burma and many other places of such conflicts, are suffering while the Custodians of World Peace and Democracy are watching with 'interest'!

Kashmir
The key to Kashmir is a joint industrial and agricultural area between both Pakistan, India along the line of control. Economic development will help de-radicalize the area and improve security, due to economic value to both countries. It is hoped that Pakistan and India will sign their own START agreement. Once the PRC join the Russian/US START 2, which would be START 3, India will have less of a threat. Which will end in a START 4 between all nuclear powers, combining the treaties.
