The Northern Territory has had its first budget deficit since Labor came to power there eight years ago, down $201 million in the next financial year.

Labor in the ACT hasn't fared any better with an $82.2 million deficit for 2009/10 and continuing in deficit for seven years.

The Victorian Labor government has announced it will spend a record $11. 5 billion fast-tracking major projects to save thousands of jobs.

But Treasurer John Lenders is forecasting a $163 million net operating surplus this financial year and a $165 million surplus for 2009/10.

Victoria is also spending more than $100 million to improve emergency services communications in the aftermath of the Black Saturday bushfires.
