Kevin Rudd will apologise for abuse and neglect those people suffered in institutions between 1930 and 1970.

He will deliver the apology, which has bipartisan political support, as part of formal remembrance ceremony inside Parliament House on November 16.

The survivors, including thousands of child migrants from Britain, have been dubbed the Forgotten Australians.

Acknowledgement of abuse

It is acknowledged that many of the children were abused during their time in institutional care.

The commonwealth issued invitations to NSW survivors, who have been offered free return rail travel by the state government for each person and a companion.

"(Invitees) should be mindful that forward and return journeys must be undertaken between Saturday 14 November and Wednesday 18 November 2009 and the offer is subject to the availability of seats," NSW Transport Minister David Campbell said in a statement.

They will need to produce their official invitation in lieu of a ticket on the CityRail network or when booking CountryLink tickets.

Premier Nathan Rees apologised on September 19 to Forgotten Australians who had grown up in orphanages, children's homes and foster homes in NSW.
