Opposition Leader Malcolm Turnbull is said to have declared victory on his climate change deal with the government, leaving opponents of the agreement furious.

A Liberal source said Mr Turnbull accepted the deal as supported, even though the number of speakers at a coalition party room meeting were 46 against to 33 for the deal.

The opposition leader is believed to have made the call while senators were in the Senate chamber for a division.

Turnbull will face the party room at 8pm (AEST) on Tuesday after the unilateral declaration.

Liberal party 'in uproar'

The marathon party room meeting, which has lasted for much of the day, broke up just after 7pm after Mr Turnbull caused uproar by claiming victory.

Liberal sources have put the number of speakers against the climate change deal at 40 plus while speakers in support of the agreement were only in the 30s.

Despite what many believe was an obvious movement against the deal Mr Turnbull declared victory, which has caused outrage among some in the coalition.

"The party is in uproar," one Liberal said.

The source said that the leadership was likely to be canvassed at the meeting on Tuesday night, after firebrand Liberal MP threatened to force a spill earlier.
