The Coalition will hold a partyroom meeting today at 1pm AEDT to decide if there should be a leadership spill, as Kevin Andrews emerged as a challenger to Malcolm Turnbull.

The Coalition will hold a leadership spill today at 1pm AEDT, with Kevin Andrews to challenge Malcolm Turnbull to lead the opposition.

Malcom Turnbull's leadership of the federal Liberal party will be decided at a party room meeting in Canberra this afternoon.

Opposition whip Michael Johnson has confirmed a leadership spill will be held at the 1pm (AEDT) meeting.

Mr Johnson told Sky News that former Howard government minister Kevin Andrews would stand against Mr Turnbull.

It will be a two horse race, with the offices of Opposition treasury spokesman Joe Hockey and fellow frontbencher Joe Hockey confirming to news agency AAP they will not contest the leadership.

The decision to hold the extraordinary meeting follows yesterday's bitter partyroom meeting over the deal offered by the government on the emissions trading scheme.

Mr Turnbull angered many by declaring the ETS deal had Opposition support.
