A "secret" plan to massively boost the capacity of Western Australia's Curtin detention centre shows the federal government isn't committed to offshore processing, says the opposition.

Opposition immigration spokesman Scott Morrison on Wednesday brandished plans for the expansion of the Curtin centre, dated July 23, which would boost its capacity from 600 to 3000.

Speaking to reporters in Sydney, Mr Morrison said the plans proved there would be no offshore processing centres under the government.

"It's all talk, it will never happen in East Timor or Nauru," Mr Morrison said.

"This is Labor's plans to massively expand the Curtin detention centre in Western Australia from its current 600 to 1800 under the second stage of this program, and 3000 under the third stage of this program.

"This is a massive expansion of the detention facilities of Curtin, and there is only one reason that you would be planning to do that, and that is if you're continuing to expect the boats arriving."

A spokeswoman for the Immigration Department has told The West Australian newspaper the drawings were only "preliminary", and part of "routine contingency planning".
