Afghanistan's prospects of stability will be boosted if the Taliban are part of the government, Foreign Minister Bob Carr says.

Foreign troops in Afghanistan, including Australia's defence forces, agreed that "Taliban involvement in coalition would be desirable".

 "It would make a more sustainable post-2014 ethnic and regional balance in the country more likely," Senator Carr told Sky News on Friday.

Prime Minister Julia Gillard will leave Australia on Saturday bound for Chicago, where she will meet US President Barack Obama and other NATO and International Security Assistance Force (ISAF) leaders for three days of talks.

The leaders are gathering to review the current transition strategy whereby coalition forces are gradually handing over security control to local forces.

Afghan President Hamid Karzai this week announced the third phase of the five-tranche transition that will enable most of the 130,000 foreign troops in the country to leave by the end of 2014.
