Independent MP Tony Windsor says Tony Abbott accepted that carbon pricing was part of the post-election talks to take minority government.

Independent MP Tony Windsor says the opposition's claim Julia Gillard "lied" to voters about the carbon tax is wrong, because no one won the 2010 election and whoever took minority government knew they had to commit to carbon pricing.

As parliament ended its first week since the winter break, Mr Windsor launched a fiery attack on Opposition Leader Tony Abbott after the coalition used the entire question time to mark the second anniversary of Ms Gillard's carbon tax "lie".

Mr Windsor, who was on the multi-party committee that produced the carbon pricing policy, said it had only come about because the election resulted in a hung parliament.

"The prime minister didn't win the election ... (but) the decision to do something about climate change, whether it be through an ETS (emissions trading scheme) or carbon pricing, was a condition of the formation of government," he said.

Mr Windsor said Mr Abbott knew this when he "begged" for the prime minister's job during 17 days of talks after the election.

"You've never denied it Tony," Mr Windsor said.

Mr Abbott later told parliament there was one thing he was not prepared to do.

"I wasn't prepared to introduce a carbon tax in breach of my pre-election commitments," Mr Abbott said.

Leader of the House Anthony Albanese said Mr Windsor had "nailed Tony Abbott for his duplicitous actions".

The prime minister told parliament it had been five years since Mr Abbott first backed carbon pricing as a minister in the Howard government.

"He should be clear to the Australian people that whether or not he is prime minister, carbon pricing is here to stay," she said.

What is the big hang-up about Julia Gillard lying. All political leaders lie, it is part and parcel of leading a government or opposition and having to compromise the truth when conditions change. Gillard,Rudd,Howard and so on back through time to Menzies who is the first one I can remember lying. Probably John Hewson did not lie but he, like B Nelson, S Crean and a few others was here one moment and gone the next and probably did not have time to think up a decent porkie.

Definition: To lie is to deliver a false statement to another person which the speaking person knows is not the whole truth, intentionally

Where's the evidence that AT THE time she said there would be no carbon tax under a government she led that she was lying? She made this statement before and during the election, not after. After the election no party had the mandate to govern in their own right. So to repeat where's the evidence that AT THE time she said there would be no carbon tax under a government she led that she was lying?

Windsor like the other independents has absolutely no idea about anything they are complete idiots and instead of supporting Tony Abbott they have helped to drag out the Labour Party's time in office which has cost the country...because they have no policies that do any good for Australia...We badly need an Election to get rid of them.

Well done Mr Windsor, it is about time that someone tried to put a stop to the continual bullying tactics adopted by Tony Abbott and co. The way the opposition is carrying on is appauling and really should be stopped. If school children carried on like this in the playground, they would be sent to the principle and disciplined. What ever happened to having respect for one another. It's certainly not in Tony Abbotts vocabulary.

I just hope Tony Windsors electorate throw him out of office, he did a deal with Julia Gilliard and we got landed with her and her broken promises. As far as I am concerned, you got what you wanted, stop whingeing. You may well be furious , so is most of Australia with the Carbon Tax and you aided it's implementation!

I am becoming more and more concerned about the erosion of truth in public life. So Tony Abbott accepted "that carbon pricing was part of the post-election talks to form a minority government"! Time after time in the past few months he has made wrong claims about the carbon price, been corrected with facts but then goes on to repeat these false claims. Tony Abbott is also a master of misrepresentation and only this morning I heard hm refer to asylum seekers as "illegals" - wrong!

Windsor was only stating what Abbott said. Anyone who has watched Question Time see Abbott carrying on like the Election was stolen from him, and its his right to rule. Damn, I hope that never happens1
