Opposition Leader Tony Abbott says the government won't be able to meet its school funding promises.

Opposition Leader Tony Abbott says the federal government won't be able to find the money to cover its school funding reforms.

Prime Minister Julia Gillard will use a speech to the National Press Club in Canberra on Monday to outline her government's response to the Gonski review of school funding.

But Mr Abbott says any promise that billions of dollars will be injected into the schools system can't be trusted.

"She can't say where the money is coming from and Labor has form when it comes to school hit lists," Mr Abbott told reporters in Geelong.

"This is a government that is all promise and no delivery."

Asked whether he would give bipartisan support to the government's aim of reaching the global top five nations for school education, Mr Abbott said: "Our goal should be to be number one".

He said overhauling schools was not simply a matter of dollars but having better teachers and improving values and standards.

The Gonski report, released in February, proposed federal and state governments inject at least an extra $5 billion a year into the education system.
