The United Nations may soon put forth a new peace strategy for Syria, UN leader Ban Ki-moon says.

President Bashar al-Assad and the Syrian opposition are determined to fight to "the end" but the United Nations may soon put forth a new peace strategy, UN leader Ban Ki-moon says.

The 18-month conflict will top the agenda at next week's UN General Assembly summit of world leaders even though there is no formal meeting on Syria, he said on Wednesday.

"Unfortunately both sides, government and opposition forces, seem to be determined to see an end by military means," the UN secretary general told a media conference.

"I think military means will not bring an answer," he added, calling for "political dialogue reflecting the genuine aspirations and will of the Syrian people".

UN-Arab League envoy Lakhdar Brahimi will arrive in New York this weekend to report to Ban on his recent talks with Assad and opposition leaders.

He will brief UN Security Council envoys on Monday and hold talks with ministers on the sidelines of the General Assembly meetings.

Then Brahimi "may have some strategy to be conveyed to Syrian authorities for resolution of this issue," Ban said.

According to diplomats, Brahimi did not detect any change of attitude by Assad during their talks in Damascus.

Ban said the Syria conflict, which activists say has left more than 27,000 dead, will top his agenda during talks with more than 120 government leaders and heads of state next week.

No effective international action has been taken on the worsening civil war as the UN Security Council is hopelessly deadlocked.

UN Security Council permanent members Russia and China have vetoed three resolutions that could have led to sanctions against the Syrian government.

Langford you really should do some more research before you comment on issues you obviously have no idea about. If you believe the Assad regime is attacking its own people then you have been completely mislead. This entire proxy war is being driven by the Israel and the USA please don't trust the mainstream media for information concerning this conflict. Ask yourself one question why are china and Russia vetoing any all NATO / US moves to strike ??

I have sickened by the use of air attacks and ground based artillery against civilians by the Syrian regime. This is a one-sided conflict because the rebel forces don't even have access to weapons to deal with the aircraft. The UN is powerless to act because Russia continues to support its former client state and continues to sell them weapons. The only solution is for NATO to use air power to remove the threats of Syrian aircraft and artillery.
