Labor's mid-year budget review will be one of broken promises, increased taxes and fiddling the books, the coalition says.

Labor's mid-year budget review will be a mini-budget of broken promises, higher taxes and cooking the books, Opposition Leader Tony Abbott says.

The federal government is tipped to deliver its Mid-Year Economic Fiscal Outlook (MYEFO) on Monday.

Finance Minister Penny Wong and Treasurer Wayne Swan are determined to make the necessary savings to deliver a budget surplus for 2012-13.

Opposition Leader Tony Abbott said Labor could not be trusted with public money.

"Their record is always the same - it's more spending, it's higher taxes and it's cooking the books," he told reporters in Sydney on Sunday.

The budget had been blown by $5 billion because Labor had lost control of Australia's borders, Mr Abbott said.

News Ltd reports on Sunday suggest Labor will hike visa fees for skilled migrants, backpackers and spouses of Australian citizens, to boost revenue.

"Now we see a Labor Party which wants to tax legal migrants to pay the expenses of illegal migrants," Mr Abbott said.

"I mean that's the perversity of our government."

The coalition has promised, if elected, to scrap Labor's mining and carbon taxes.

Mr Abbott said there was a lot of unnecessary spending which the coalition could cut to return the budget to surplus.

"If we can get our borders under control, if we can pause unnecessary white elephants such as the National Broadband Network, I am confident we can make the saving that will be needed to give the forgotten families of Australia the cost of living relief they deserve."
