The virulent H5N1 strain of bird flu has so far claimed three lies in Turkey, the first outside southeast Asia and China, which nearly 80 people have died since 2003.
Another 15 people have been confirmed to be infected with the virus in Turkey.
In the Turkish capital, officials have been meeting with representatives of the poultry industry, which has been hit hard by the disease.
Turkey's government says it's expected 35 million dollars in loans and grants from a World Bank-sponsored program to help countries struck by the disease.
The European Commission is also putting aside millions of dollars to help fight bird flu.
In Belgium, doctors said they were 100 per cent sure a Russian journalist, who had exhibited symptoms of bird flu, was not infected with the disease.
