The United States, Britain, France and Germany are threatening to refer Iran to the United Nations Security Council, which could impose sanctions.

President Ahmadinejad said a referral would not end his country's nuclear plans.

The crisis over Tehran's nuclear ambitions deepened this week when the government ordered the removal of seals at three nuclear facilities, ending a two-year freeze.
