Northern Territory Police Minister Paul Henderson said an Alice Springs-based Substance Abuse Intelligence Desk would focus on trafficking when it was opened this week.
The NT, West Australian, South Australian and federal governments will create uniform laws with harsh penalties.
"The bottom line is that substance abuse and petrol is destroying the lives of many people - we've got to attack that in a multifaceted way in terms of law and order and cracking down on people who are actually profiting from selling the petrol," Mr Henderson told ABC radio.
"This is what this desk will do in collaboration with Western Australia and South Australia, but also we've got to improve rehabilitation and treatment facilities, and we are doing that in central Australia and Alice Springs."
There are about 600 petrol sniffers in central Australia, with the addiction linked to as many as 60 Aboriginal deaths in the NT in the past seven years, an inquest heard last year.
