An army spokesman said the front tyre of the Antonov 29 plane burst on landing.
The aircraft veered off the runway, hitting a nearby building and bursting into flames.
The crash happened at eight in the morning local time, around 800 kilometres south-west of the capital, Khartoum, in the Bahr al-Ghazal province.
