The United Nations humanitarian affairs chief, Jan Egeland, says the rebels of northern Uganda are engaged in terrorism of the "worst kind anywhere in the world".

He accused the Lord's Resistance Army of abducting children and carrying out attacks and urged the Ugandan government to do more to end the crisis.

Almost two million people have been displaced in Uganda during 20 years of civil war.

Mr Egeland said many of them were living in appalling conditions in makeshift camps, in an attempt to escape attacks by the rebels.

He described the current relief efforts as "plasters on the wound".
