The Prime Minister John Howard, says any changes to the way asylum claims are processed would apply to all potential refugees, not just Papuans.
Mr Howard has promised to look at the visa process, following Indonesian protests at Australia's decision to grant asylum to 42 Papuans.
He says the government is considering a range of issues and no conclusions have been reached.
Mr Howard says this remains a difficult matter in which Australia must balance its international obligations and its relationship with Indonesia.
