Crisis talks over Papuan asylum seekers have broken up in Jakarta with neither Australian envoy Michael L'Estrange nor the Indonesian Foreign Minister Hassan Wirayuda commenting.

Indonesian Foreign Ministry spokesman Desra Percaya told reporters both men will now report to their respective leaders.

Meanwhile, the Prime Minister John Howard says Australia can enjoy strong ties with Indonesia despite the recent decision to grant temporary protection visas to a group of 42 Papuans.

"We have a policy of respecting and fully supporting Indonesia's sovereignty over Papua. We also, as was demonstrated with the refugees a few weeks ago, have obligations and we will continue to apply our law. But I understand the issues that are in the minds of the Indonesians".

Foreign Affairs department chief L'Estrange earlier met President Susilo Bambang Yudhoyono's spokesman in a Jakarta hotel.

President Yudhoyono's spokesman Dino Pati Jalal has described that meeting as constructive.
