Unions will push for a full inquiry into Tasmania's mine collapse once the two miners trapped underground for a week are rescued.
It could be another couple of days before Brant Webb and Todd Russell are freed from a wire mesh cage that saved them from a rockfall last week.
A third miner, Larry Knight, died in the rockfall at the Beaconsfield mine in northern Tasmania.
An Australian Workers Union official, Bill Shorten, says he will not discuss who may be at fault until the two men are out.
But he says the union believes it should not have happened and will actively pursue answers when the miners are back with their families.
