It appears Ted Baillieu will take over the Victorian Liberal party's leadership unchallenged after two of his potential opponents said they would not run.

The most high profile - former Victorian premier Jeff Kennett - withdrew from the race Friday.

His announcement came after Mr Baillieu declared he was a candidate for the leadership position to be formally vacated by Robert Doyle next week.

Victoria's Attorney General, Rob Hulls, says Mr Ballieu is out of touch with ordinary voters.

"Even his own colleagues describe him as Ted the toff from Toorak. He has inherited everything he has got and that includes his seat in parliament, and now obviously the leadership of the Liberal party. Even the Prime Minister described him as the second choice."

The Liberals transport spokesman Terry Mulder has also said he will not run.

A vote on the leadership will be held by the party on Monday.
