The federal Indigenous Affairs Minister, Mal Brough, says indigenous self-determination in Australia has failed.

And Mr Brough says the problems in indigenous communities should not be covered up by what he calls a thin veneer of political correctness and cultural sensitivities.

Yesterday, the Alice Springs crown prosecutor, Nanette Rogers, said Aboriginal children, including babies as young as seven months, are being raped but most cases of indigenous child abuse do not result in prosecutions.

Mr Brough says violence and the rape of women and children can never be justified by tradition or customary law, and the rule of law must be applied in Aboriginal communities.

"It's not just one issue in one locality, it has to be looked at holistically.

"And I'm determined to get to the core root of the problem, which is alcohol abuse, it's law and order, and it's governance."
