A Senate hearing into the federal government's proposed new laws to process all boat arrivals offshore on the island of Nauru has been told the move could damage Australia's moral credibility.

The president of Liberty Australia, Brian Walters, said the laws will effectively establish an Australian version of Guantanamo Bay.

Hundreds of terrorism suspects have been held at the US detention centre in Cuba over recent years, including Australian David Hicks.

Mr Walters said he hopes the Senate will block the Howard government's new laws, saying they would undermine basic human rights, just as the US government has done at Guantanamo.

“I think there is a real link to kind of placing people offshore beyond the jurisdiction of the courts," he said.

"I think morally and in terms of the democratic government of this country there is clearly a parallel. And I think this Senate will have a grave responsibility to ensure that that kind of precedent is not allowed to gain a foothold and thus undermine the rule of law.”
