The plan includes new money to establish on-the-job training and employment mentoring for Aboriginal people in regional areas, where Indigenous unemployment is highest.
The plan also contains new funding for projects restore Aboriginal languages, which will include the creation of a dictionary of Aboriginal languages spoken in New South Wales to be distributed to schools across the state.
The third tier of the announcement details measures to promote Aboriginal-owned land as a place for European companies to gain carbon emission credits by planting trees.
The state premier, Morris Iemma says tree planting schemes will also help create "green" employment in the Aboriginal community.
Mr Iemma says Aboriginal unemployment remains at around 22 per cent, and serious measures are needed to combat the problem.
