Mr Lee is meeting the Prime Minister, John Howard, and other senior government ministers, as well as Opposition Leader, Kim Beazley.
Talks are expected to centre on trade, transport, communications and national security.
This is Mr Lee's first visit to Australia since the execution late last year of the Australian drug smuggler, Nguyen Tuong Van.
