An inquiry into the 1996 helicopter crash, in which 18 soldiers died, heard concerns about night-vision goggles used by pilots.

Now, the United States manufacturer of the goggles has reportedly offered multi-million dollar compensation payouts in an out-of-court settlement.

But under Australian federal law, any payout from a class action is supposed to be deducted from Commonwealth compensation.

It's believed the Government is looking for a legal solution to avoid having to do this.

The delay, which could take as long as 16 months, is reported to have angered some families.
