A spokesman for the Indonesian embassy says the delegation proposed to meet with the refugees in what he described as a friendly gesture.

The Papuans are just one group invited by the delegation, who extended the invitation to anyone interested in the relationship between its government and Australia.

Relations between the two nations have been strained in recent times over Australia's decision to grant temporary visas to 42 asylum seekers from the Indonesian province of Papua.
