The Ethnic Communities Council of Victoria says the Labor leader Kim Beazley's planned values pledge is merely aimed at political point-scoring.

Mr Beazley has suggested visa forms should include a statement of Australian values so anyone who comes here understands what's expected of them.

The Labor leader says the Prime Minister, John Howard, has neglected practical measures to combat terrorism over the five years since the September 11 terror attacks in the US.

But Ethnic Communities Council head, Phong Nguyen, says this plan is not a practical measure either.

“A lot of people will just tick the box just to go through the gate and not interrupt their holidays for anything. And once inside they may not agree at all with the culture they enter, and that's the reality of it,” Mr Nguyen said.
