Reducing the Indigenous incarceration rates would deliver substantial economic and social benefits, but a lack of vision by governments risks missing the opportunity.

That stark message was delivered in a rap song, a genre probably unfamiliar to many politicians but one that resonated with the audience at the National Youth Affairs conference in Adelaide.
