Is it time to rethink Australia's paid parental leave scheme?

It's been almost a decade since Australia introduced its paid parental leave scheme, labelled a 'landmark' social reform at the time.

In Australia, the primary carer is entitled to 18 weeks of tax-payer funded leave, capped at the minimum wage and there's also a supplementary partner's leave of two weeks.
