The second film in the trilogy focuses on DCC Philip Hunter, a Manchester man who is called in to preside over a Home Office inquiry into the Yorkshire Ripper investigation. As Hunter explores evidence that the Ripper's victims have been falsely attributed to the serial killer, he uncovers further corruption in the West Yorkshire police force which is met with obstructive politics, not to mention increasingly violent harassment and, ultimately, blackmail.

Holmes, played convincingly by Val Kilmer (The Doors). While juggling his wife (Lisa Kudrow) and his underage mistress (Kate Bosworth), cocaine fiend Holmes gets himself in big trouble with a ruthless gangster Eddie Nash, which soon results in a horrible blood bath.
