A Sydney council has called for life jackets to be made mandatory for everyone who participates in rock-fishing.

Six people have died since 2011 in the Randwick City Council area in Sydney's eastern suburbs after they drowned while rock fishing off the coastline.

The council has undertaken a survey which found that those at greatest risk were from a non English speaking background, particularly from a Chinese or South Korean background.

The councillor who commissioned the survey, Tony Bowen, has told Michael Kenny, interpreters have played an important role in getting out information on the risks.
