What Abbott has promised in government

Tony Abbott has been elected as Australia's 28th prime minister. After he's sworn in this week his first task will be legislation to repeal the carbon tax. Here's a look at what else has he promised.

THE TIMELINE FOR AN ABBOTT GOVERNMENT

DAY ONE
   * Instruct the Department of Prime Minister and Cabinet to draft legislation to repeal carbon tax, to be ready within a month
   * Treasurer to notify Clean Energy Finance Corporation (CEFC) to suspend its operations
   * Instruct Treasury to prepare legislation to permanently shut-down the CEFC

WEEK ONE
   * Establish Prime Minister's Indigenous Advisory Council chaired by Warren Mundine
   * Start commission of audit to review all aspects of federal government operations, to report within four months

WITHIN ONE MONTH
   * Cabinet to approve legislation to repeal carbon tax
   * Start review of indigenous training and employment programs, headed by Andrew Forrest, to report within six months
   * ACCC to monitor prices and report quarterly (for two years) on impact of carbon tax

FIRST SITTING DAY
   * Introduce legislation to repeal the carbon tax

FIRST SITTING FORTNIGHT
   * Introduce legislation to shut-down the Clean Energy Finance Corporation.
   * Amend laws to ensure registered organisations and their officials have to play by the same rules as companies and their directors
   * Reform financial disclosure and reporting guidelines for registered organisations to align with those required by the ASX corporate governance rules

WITHIN TWO MONTHS
   * Expand Nauru refugee processing centre to 2000 places
   * Start root-and-branch review of competition laws
   * Start government-wide processes to cut red tape

WITHIN 100 DAYS (Sept 8 - Dec 16)
   * Introduce legislation to abolish mining tax
   * Ministerial statement to parliament about Anzac centenary preparations, including 2015 Anzac Day Dawn Services in Turkey and France
   * Appoint expert scientific panel to review the science supporting the boundary area for marine protection zones, to report within six months
   * Establish Operation Sovereign Borders taskforce led by three-star military commander
   * Finalise and issue protocols for Operation Relex II, to turn back asylum seeker boats when safe
   * Start leasing and deploying extra boats to help customs and naval vessels
   * Immigration minister to visit Indonesia, Sri Lanka, Nauru and PNG
   * Reintroduce temporary protection visas for refugees already in Australia
   * Audit of refugee assessment process with a view to removing appeals to the Refugee Review Tribunal
   * Appoint Minister for Trade and Investment
   * Take indigenous affairs into Department of Prime Minister and Cabinet
   * Put all employment issues for people with disability under the Minister for Disabilities and Carers
   * Establish a new Standing Council on Law, Crime and Community Safety, to report to prime minister within 12 months
   * Establish Joint Commonwealth and Tasmanian Economic Council, led by Dale Elphinstone, to report quarterly to PM for first 18 months of government
   * Commission White Paper on energy security

WITHIN SIX MONTHS
   * Joint Productivity Commission and ACCC review of Tasmania's shipping costs, freight industry, the Tasmanian Freight Equalisation Scheme and the Bass Strait Passenger Vehicle Equalisation Scheme
   * Relocate deregulation from the Department of Finance to new unit within the Department of the Prime Minister and Cabinet and outline a comprehensive agenda of legislation and regulations to repeal in first term
   * Start Productivity Commission review of operation of Fair Work Laws
   * Infrastructure Australia to be led by chief executive responsible to the board; abolish current infrastructure

   * Complete review of NBN Co commercial progress
   * Complete independent audit of NBN design
   * Complete independent review into long-term structure and regulation of telecommunications  

* Complete review of diplomatic resources

WITHIN 12 MONTHS
   * White Paper on the competitiveness of the agriculture sector including considering food security
   * White Paper on the development of Northern Australia
   * Complete Productivity Commission review of child care
   * Start construction on the East West Link in Melbourne with $1.5 billion commonwealth funding
   * In first budget establish fair indexation for certain defence pensions, to start July 1, 2014
   * Require each department and agency to audit and quantify red tape costs to business and individuals
   * One day of parliament in autumn and one in spring dedicated to repealing counterproductive, unnecessary or redundant legislation and associated regulations
   * Minister Assisting the Prime Minister for Deregulation to table annual red tape reduction report in Parliament
   * Designate three agencies with high-volume client interaction to trial three services using next-generation tele-presence from 2014
   * Trial the relocation of critical data to a secure government cloud using automated tools from 2014
   * Put forward a draft constitutional amendment to recognise indigenous people and establish a bipartisan process to assess its chances of success
   * Make agreements with states and territories for "one-stop shop" for environmental approvals
   * Finalise position on Big Data Strategy
   * Exploration Development Incentive to give tax breaks for mining investments from July 1, 2014
   * Minister for Trade and Investment to make annual statement to parliament about new investments and jobs growth
   * Prime Minister to make annual statement to parliament on infrastructure
   * Pilot program in 2014 for new Colombo Plan including Indonesia, Singapore, Japan and Hong Kong
   * Set up $100,000 fund for research and information campaigns about online safety, run by the Children's e-Safety Commissioner

WITHIN TWO YEARS
   * White Paper on tax reform, take proposals to next election
   * White Paper on reform of the federation
   * Legislate for 26 weeks paid parental leave at full pay, to start July 1, 2015
   * Cut company tax by 1.5 per cent, to start July 1, 2015
   * Start new Colombo Plan by 2015 for two-way exchanges with universities in region
   * Agencies to report which of their services are not accessible from smartphones


IN FIRST TERM
   * Make a decision on second Sydney airport
   * Locate a Commonwealth agency in Gosford CBD
   * Encourage a quarter of public schools to work independently
   * Freeze Passenger Movement Charge at $55 for whole term

BY 2017 (FOUR YEARS)
   * Provide all government correspondence, documents and forms in digital format
   * Make sure every government interaction that happens more than 50,000 times a year is done online
