The Aboriginal Disability Justice Campaign says at least 30 mentally-impaired Indigenous Australians are being held in indefinite detention without being convicted of a crime, because there's nowhere else to send them.
23-year-old Rosie Anne Fulton is one such case.
Ms Fulton, who was born with foetal alcohol syndrome, has spent the last 18-months in a West Australian prison after being charged with driving offences.
