Kick in the guts: NSW premier slams budget

NSW Premier Mike Baird has lashed out at the Abbott government, saying the federal budget is a "kick in the guts" for people in his state.

NSW Premier Mike Baird has reacted angrily to the Abbott government's planned cuts to schools and hospitals, a move he says is a "kick in the guts" to his state.

He was responding to the federal budget handed down on Tuesday, which slashed $80 billion of funding from schools and public hospitals across Australia over the next decade.

Mr Baird, an occasional surfing buddy of Prime Minister Tony Abbott on Sydney's northern beaches, slammed the federal government for "outsourcing" its budget problems to the states.

"What we saw last night from Canberra was a kick in the guts to the people of NSW," Mr Baird told reporters in Sydney on Wednesday.

"What services would (they) like us to cut here in NSW?"

He singled out health cuts as a major concern, saying it created a "massive burden" on the states.

Mr Baird said a plan to charge $7 for GP visits would "undoubtedly" affect emergency department waiting times.

NSW Treasurer Andrew Constance, who will hand down his own budget in five weeks, said the federal cuts had ripped out about $2 billion from the state over four years.

He estimated NSW would have to find an extra $1.2 billion for health, while education had taken a $240 million hit.

"The cuts (the federal government) are proposing will hurt people right across NSW," he said.

Education Minister Adrian Piccoli was "bitterly disappointed" the Commonwealth had walked away from its Gonski schools funding agreement, a move he said hit disadvantaged students the hardest.

But NSW opposition leader John Robertson doubts Mr Baird will stand up to Mr Abbott.

"These cuts have been out there for weeks and Mike Baird failed to stand up once for the people of NSW and call Tony Abbott on these cuts", Mr Robertson told reporters.
