Federal Labor needs outward-looking policy platform and won't win government as a protest party, Opposition Leader Bill Shorten says.

Mr Shorten was addressing Labor's national policy forum - a new body set up to draft the party's platform to be put to the ALP national conference to be held in Melbourne in July 2015.

He told the meeting the first "chapter" of Labor's new vision should be about fairness.

"Fairness drives prosperity, it underpins growth, it lifts living standards, it creates jobs, it gives everyone the chance to fulfil their potential," Mr Shorten said.

It also meant improving education, ensuring Australians did not retire poor and passing on a healthier environment to the next generation.

"We need to step outside the echo chamber of modern politics - to take the task of government to the community," he said.

Mr Shorten called on the party to consult widely on the new platform.
