Federal Treasurer Joe Hockey says his second budget will defy market expectations and take a credible path back to surplus.

Financial markets have forecast a deficit of up to $41 billion in the budget which will be handed down tonight.

But Mr Hockey's promising it will come in below that figure - this year and every year.

As Michael Kenny reports, the Treasurer has emphasised this budget will be fair and responsible.
