PM must deliver on terror laws: Shorten

Labor leader Bill Shorten says he's worried the gates could open for terror suspects if the prime minister's citizenship laws are struck down by the High Court.

Opposition Leader Bill Shorten says the prime minister needs to stop "talking tough" but deliver on laws that will strip Australian citizenship from dual national terrorism suspects.

Prime Minister Tony Abbott will introduce the citizenship laws this week, but if he ignored legal advice, the gates could open for terror suspects to return, Mr Shorten said on Monday.

"If these laws get struck down by the High Court, I'm worried the gates will be opened for these people to come back," he said.

"No one wants dual citizens fighting for Daesh (ISIS) back in Australia, no one.

"After a year and a half of talking tough, the prime minister needs to deliver."

Instead of making people safe, Mr Abbott was using "hysterical language", Mr Shorten said.

In a video message released on Sunday, the prime minister said he was doing everything he could to keep terrorists out of Australia.

"If you fight with terrorists or plot against Australia and are a dual national, you should forfeit your Australian citizenship," he said.
