Security at Goulburn's maximum-security jail will be reviewed after a prisoner staged a dramatic escape sparking a 10-hour manhunt in southern NSW.
Convicted armed robber Stephen Jamieson allegedly used bedsheets, a pillow and a mop handle to scale a prison wall topped with razor wire to escape at around midday on Tuesday.
A massive hunt followed with police using helicopters and dogs to find the fugitive before road spikes eventually brought him unstuck at Pheasant's Nest just before 11pm on Tuesday.
The road pursuit began when police tried to pull over a stolen ute at Narellan, about 140 kilometres from the jail.
When the utility did not stop, police followed and set up road spikes, leading to Jamieson's recapture.
The 28-year-old was serving a 12-year sentence for a range of serious offences and had been in jail since 2013.
An expert from New Zealand's Department of Corrections will be brought in to review the Goulburn facility, Justice NSW said on Wednesday.
NSW Police Superintendent Zoran Dzevlan praised police and the local community after Jamieson's recapture.
"I don't want to focus on what happened at the jail, what I want to focus on is the great work of the police and the assistance we received from the community of Goulburn in giving us information after his escape," Superintendent Dzevlan told Nine Network on Wednesday.
Corrective Services NSW Commissioner Peter Severin also praised police, but said the breakout was a very serious incident and should not have happened.
"The NSW police response was immediate and comprehensive," he said.
"This is a very serious incident that should not have happened."
Jamieson will appear at Goulburn Local Court on Wednesday to face charges over the escape and the pursuit.
The escape did not occur from Goulburn's High Risk Management Correctional Centre, known as Supermax, authorities say.
An independent review of security at Goulburn prison will begin on Monday.
NSW Premier Mike Baird said the escape was unacceptable and should not be allowed to happen again.
"When I saw that, I was gobsmacked," he told reporters in Sydney.
"We need to do everything possible to ensure that doesn't happen again."
