Vic cracks down on serious sex offenders

The period of time Victoria Police can hold serious sex offenders without charge has been extended from 10 to 72 hours.

Serious sex offenders can now be held by Victoria Police without charge for 72 hours instead of 10 hours after new laws passed state parliament overnight.

The changes to how offenders are managed after they're released from jail came about after a number of women were killed by men on bail.

"The changes make it clear that the safety of the community must come first," Corrections Minister Steve Herbert said in a statement on Wednesday, adding the reforms also introduced a mandatory 12-month jail term for intentional breaches of supervision orders.

The amendments to the Serious Sex Offenders (Detention and Supervision) Act expand the conditions of supervision orders to include a ban on violent offending and behaviour.

Police have further been given new search and seizure powers when supervising serious sex offenders.

Mr Herbert said the new laws delivered on key recommendations of the Harper review which was prompted by the brutal stabbing of Melbourne teen Masa Vukotic by Sean Price in 2015.

The Labor government announced a month ago it would accept all 35 review recommendations and act on them - starting with an $84 million allocation in the state budget.

Liberty Victoria is critical of the move to allow police to hold prior offenders for 72 hours without charge, however.

It's previously said people shouldn't be held for three days without access to judicial review.
