INTELLIGENCE REVIEW RECOMMENDATIONS:
* Establish an Office of National Intelligence to co-ordinate activities across 10 agencies, their 7000 staff and a budget nearing $2 billion.
* Give government agencies and private companies access to round-the-clock cyber security support.
* Make the Australian Signals Directorate a statutory authority within the Defence portfolio
* Undertake a review of laws governing Australia's intelligence community

* Change the ministerial authorisation regime and associated processes to "address practical difficulties", including the introduction of a "class-based" regime to allow agencies to produce intelligence on a class of Australian people involved with proscribed terrorist organisations and other instances
* Regular briefings involving agency heads, their responsible ministers, the attorney-general and director-general of security
* Allowing the head of Australia's foreign intelligence agency, ASIS, to authorise activities concerning the use of weapons and self-defence techniques by ASIS staff or people co-operating with them
* Expand the oversight role of parliament's joint committee on intelligence and security and the inspector-general of intelligence and security
* Increase by 50 per cent the number of analysts at the Office of National Assessments, which will be absorbed by the new body
* Set up a 'joint capability fund' to support the development of shared capabilities, administered by the new office
* Establish an 'intelligence capability investment plan' to identify major projects sought by agencies
* Change the way new funding for long-term intelligence capability initiatives are assessed
* Give ASIO more resources to allow it to second staff to the Australian Government Security Vetting Agency
* Give high priority to data analytics and ICT connectivity
