The rights group Amnesty International says global inaction on human rights is making the world an increasingly dangerous place for refugees and migrants.
The concerns have been raised in the organisation's annual "State of the World's Human Rights" report which examined the human rights record of individual countries around the world in 2012.
The report says too many governments are abusing human rights in the name of immigration control and using what it calls populist rhetoric that blames refugees and migrants for governments' domestic difficulties.
