National cabinet agrees to a four-phase plan to move away from lockdowns

National cabinet has agreed to a four-phase plan to move away from lockdowns and restrictions once enough Australians are vaccinated. Meanwhile New South Wales has recorded 31 new local cases as the state prepares to enter week two of a lockdown.
