Victoria's Premier Daniel Andrews has fronted the hotel quarantine inquiry but failed to shed further light on who made the call to use private security guards in the program. The state recorded another eight COVID-19 deaths and 14 new cases, but questions remain unanswered about who made key decisions about the bungled hotel scheme.
