Why are face masks compulsory in some countries?

Victoria will become the first state in Australia to introduce compulsory mask-wearing, as it battles to contain COVID-19 community transmission. But since the pandemic's inception, over 100 countries have implemented policy directing their citizens to wear a mask. So why has Australia acted now?
