Iraqi Foreign Minister calls on the international community for a "Marshall Plan" in Iraq

Iraqi Foreign Minister Ibrahim al-Jaafari said Thursday that his country needs a "Marshall Plan" for its reconstruction, stressing that "the world owes us this."
