Prime Minister Scott Morrison admits the issue of bringing the children of I-S fighters home is a complicated one.

Australia's first so-called jihadi bride has contacted her mother to confirm she's waiting in a Syrian camp with her two small children and hopes to return to Australia.

Zehra Duman left Australia for Syria in 2014 to marry Australian an I-S fighter, and later became known for using her social media platforms to encourage other women to join IS.

But the Home Affairs department has confirmed those who join militant groups and are dual nationals - and Zehra is dual Australian-Turkish - could have their citizenship cancelled.

Mr Morrison says the case is complex.
