Prime Minister Scott Morrison says he's unhappy with the direction Australia is going in with regard to religious freedom and legislation is being planned to protect it.

The prime minister has previously told Fairfax that "if you're not free to believe in your own faith .... you're not free".

The government is yet to release a review by former attorney-general Philip Ruddock into religious freedoms, which was prompted by the same-sex marriage debate.

Mr Ruddock handed his report to the government in May, but Mr Morrison is yet to release its findings or his response to them.

Speaking to Sky News, Mr Morrison said legislation will be a preventative measure more than a response to a specific problem.
