Police issued more than 13,000 traffic fines in a two-week blitz as part of a "high visibility" operation that has drawn concerns from lawyers about the excessive use of fines for relatively minor offences.

Nearly 9000 of the infringements issued in NSW between August 8 and August 22 were for speeding and more than 2000 were for using a mobile phone while driving.
