Tasmanian family didn't need to take out the rubbish bin for three years

Rubbish collection services are paid for through yearly council rates, but this Tasmanian family claims it s been so environmentally friendly that it reduced the household waste to zero and didn't need to take the rubbish been out to the street kerb for three years, therefore asking the council to wave the $200 estimate charge for a service they don't actually get.
