 Police have rammed their way into a flat, stormed several properties and arrested a man during dawn counter-terrorism raids in Melbourne linked to the Brighton siege.

About 150 state and federal police and ASIO agents raided properties around the city in a bid to find out who gave Yacqub Khayre  [yah-KOOB KY-ree] the weapons he used to kill a man and injure three police officers on Monday.

Police revealed on Friday that Khayre had two shotguns during the siege, including the sawn-off shotgun used to fire at police.

Properties in Ascot Vale, Glenroy and Gladstone Park were raided and a 32-year-old man taken into custody and two others, aged 31 and 51, interviewed.

Victoria Police Deputy Commissioner Shane Patton says these people are not suspected of terrorism, but are suspecting of helping Khayre.

Combating terrorism will be the one of the main themes at today's Council of Australian Governments (COAG) meeting in Hobart.

Victorian Premier Daniel Andrews is floating proposed reforms, including building a new federal maximum security prison to hold the country's most dangerous terrorists.

Queensland Premier Annatascia Palaszczuk (palla-shay)says she hopes a consensus can be reached- and Queeensland is willing to play its part.

But the federal government is pre-emptively rejecting that suggestion.

Federal minister Christopher Pyne has told Channel Nine Mr Andrews is trying to evade a state government's responsibilities by giving them to the federal government.

In football, the Socceroos have scored a key win in World Cup qualifying, defeating Saudi Arabia 3-2 in Adelaide.

The match had been hyped as a must-win encounter before kickoff, with Australia third in their group, and only the top two teams getting authomatic qualification to next year's World Cup.

Saudi Arabia drew level twice in the first half after two goals by Socceroos striker Tomi Juric (yoo-ritch).

But a change of formation and lift in performance served Australia better in the second half, and a spectacular goal by midfielder Tom Rogic (rog-itch)in the 64th minute put Australia in the lead for good.

Socceroos coach Ange Postecoglu has told Fox Sports, as key as the victory was, the way the team performed to get that victory was more pleasing.
